Important: Job lists break starttime ties by uid

Description

The job lists order by starttime through the repository's $defaultOrderings . starttime is 0 for every job that was never scheduled, so most of a typical list tied, and the relative order of the tied records belonged to the database. On PostgreSQL that is not the same list twice. The default orderings now carry uid ascending as a tiebreaker.

Impact

No visible change is expected on SQLite, MySQL and MariaDB: within equal starttime values, uid ascending is the order they return in practice, and it is guaranteed now rather than coincidental. PostgreSQL promises no order without one, so an installation on it may see such a list change once. Jobs with different starttime values keep their order.

Affected Installations

Every installation rendering the Jobs List plugin, observably those on PostgreSQL.
