Important: #17904 - showAccessRestrictedPages does not work with special menus

Description 

HMENU setting showAccessRestrictedPages=NONE now acts as documented in Properties.

Before: using the option renders <a>Page title</a> when page is inaccessible.

After: using the option renders <a href="index.php?id=123">Page title</a> when page is not accessible.
